The city of Boulder has unique regulations regarding the collection of residential trash and recyclables. Under the City's regulations, residential trash haulers are required to provide unlimited recyclables collection to all residential customers and to charge for collection service based upon the level of trash service the resident selects. Rates for collection must be based upon a formula approach known as "Pay-As-You-Throw," which is designed to reward residents for recycling by making it expensive to discard materials as trash.
The City also assesses a "trash tax" based upon the level of trash service residents select, making it even more desirable to recycle as much material as possible.
